Strengthening Results-Based Management in Sierra Leone
Technical Assistance for Priority Sectors in Post-Ebola Recovery Initiatives
ASI provided technical assistance to Sierra Leone’s President’s Delivery Team (PDT) and Ministries, Departments and Agencies (MDAs) to strengthen results-based management within seven priority sectors: education, water, health, social protection, governance, private sector, and energy. Our support was designed to spearhead the delivery of priority recovery initiatives as part of the national post-Ebola recovery plan. The project was split into two focus areas:
- Development and implementation of sector workplans.
- Ongoing capacity building to PDT and MDA counterparts as the workplans were implemented.
The project focused on achieving two Key Result Areas (KRAs) through sector-specific workplans aligned with Sir Michael Barber’s ‘deliverology’ and the World Bank’s ‘science of delivery’. Embedded technical advisers collaborated with PDT counterparts to create realistic, well-defined, and fully funded plans tailored to each sector’s unique challenges. Capability building was central, with ASI developing a framework for tailored support and a light touch data collection system to monitor progress. This strategy aimed to enhance understanding of accurate data collection among MDA and PDT counterparts, fostering internal capacity for reporting and service improvement. Additionally, the programme emphasised communication with the public and civil society to share priorities and strengthen district governance structures.
