Creating permanent tax structures in Palestine
Developing reform proposals and tax policy options
With the end of interim administration in sight, the Palestinian National Authority needed to prepare its own permanent revenue system to replace the ad hoc systems that were in place, and the legacy of revenues remitted from Israel.
We developed an integrated, comprehensive tax policy proposal to replace the country’s systems, which was used as the basis for Palestinian negotiating positions during final status negotiations with Israel concerning taxation.
In particular, we advocated a major reduction and simplification of personal income, a particular negotiating position on Israeli purchase taxes and proposals for harmonisation of import taxes.
