Strongim Bisnis is the most significant private sector development initiative of the Australian Government in Solomon Islands. Embarking on its third phase of implementation, the program has evolved significantly since its inception in 2017, with a subsequent phase launched in 2020. The initial phase focused on the Tourism, Cocoa, and Coconut sectors, while the second phase expanded its scope to include Plantation Timber, Waste Management, and Horticulture. Building on the successes and insights gained from previous phases, the program aims to update its market systems analysis to better align with the evolving needs of Phase III of the program.

Position summary and justification for the role

Solomon Islands, comprising 992 islands, with 147 inhabited, boasts a population of approximately 708,000 (2021). Notably, around 70% of the country’s export revenue is derived from round logs, while the domestic market  relies heavily on imports. Given the limited complexity and size of the markets the program works in, the Strongim Bisnis recognizes the need to tailor its market systems analysis, focusing on essential elements pertinent to shallow markets. This entails developing a lean template that streamlines sections to address basic market structures, key players, and primary challenges, with a particular emphasis on identifying viable intervention entry points.

Strongim Bisnis seeks to develop a tailored market systems analysis template that reflects the specific needs and characteristics of shallow markets. By leveraging existing knowledge and insights gained in Phases I and II, the program will update its analysis to inform decision-making and guide interventions effectively. Operationalizing this template across all program sectors, including Tourism, Cocoa, Coconut, Horticulture, Waste Management, Livestock and Plantation Timber, will ensure consistency and coherence in approach.

Scope of Work

The program invites applications from a team of analysts led by a lead writer to update the Market Systems Analysis across its sectors. Applicants are required to propose a team structure aligned with the expected level of effort, outlined in the table below. The proposed structure should facilitate the collection of existing data, as well as the acquisition of additional information necessary for a comprehensive analysis.

Contingency: 10 days

Total: Up to a maximum of 110 days.

The level of effort may be redistributed among sectors based on data collection requirements and anticipated complexities. Days will be billed based on level of effort at the completion on reviewed and final submission of template and at the reviewed and final versions of each sector’s market system analysis.

Proposed Template Outline and Guidelines

Section 1 – Foundational Elements:

Instead of providing a comprehensive overview of the sector, focus on capturing changes and updates since the last analysis. This may involve updating data, revising assumptions, and incorporating new insights.

Section 2 – Key Analysis and Insights:

Market Map: The market map section provides a comprehensive analysis of the market structure, dynamics, and key players, serving as a central reference point for further analysis.

Growth Opportunities in Identified Segments: This section identifies and prioritizes growth opportunities within specific segments, offering actionable insights to capitalize on market potential and drive expansion. Reassess growth opportunities within the sector based on changes in market dynamics, consumer behaviour, or regulatory environments. Update the estimations of market size and potential areas for expansion.

Section 3 – Detailed Analysis and Recommendations:

Supplier Demographics: This section delves into the demographic characteristics of suppliers, offering detailed insights into their roles and opportunities for inclusivity.

Constraints/Opportunities for Growth by All Key Actors: This section highlights the most critical constraints and opportunities affecting market development, providing targeted recommendations for interventions.


For this assignment, the template and approach should take into the consideration the following points

  • Simplified Sections: Streamline sections to focus on essential elements relevant to shallow markets, such as basic market structure, key players, and primary challenges. Given that the program already has an understanding of the sector, streamline sections that remain relevant and focus on areas that require updates or further analysis. This ensures that the report remains concise and targeted.
  • Flexibility and Adaptability: Develop a lean template which is easy to update to accommodate changes and uncertainties inherent in shallow markets. Recognize that strategies may need to be adjusted based on evolving market dynamics and feedback from stakeholders.

Previous Experience and Expertise (no more than 1 page)

– Description of the team’s relevant experience in market analysis, particularly in the context of private sector development initiatives in shallow markets.
– Description of the team’s experience in working in “shallow” markets. This can be demonstrated in the support document submission.
Timeline and Deliverables (no more than half a page)
– Proposal of a timeline to complete each phase of the market systems analysis across different sectors, including key deliverables for each phase, milestones and expected outcomes.

Budget (no more than a page)

– Estimated budget for the consultancy days, broken down by team and tasks.
– Travel expenses into and within the country will be borne by Strongim Bisnis, based on the need for primary data collection and in-person meetings.

Supporting Documents

– Resumes of the team proposed for the assignment.
– Evidence of at least one successful document delivered by the lead writer that reflects the Team Lead’s ability to deliver clear and concise documents.
– Evidence of at least one sector analysis conducted by the analysts that reflect on their ability to collect data and comprehend complex information. Evidence of similar work conducted in shallow markets will be preferred.
– Any additional supporting documents or materials relevant to the proposal.

  • Sector Knowledge: Understanding of key sectors in the Strongim Bisnis program, such as tourism, agriculture, and waste management, along with an awareness of local market dynamics and challenges.
  • Communication and Leadership: Excellent communication skills, both written and verbal, coupled with strong leadership and teamwork abilities to effectively lead a multidisciplinary team and collaborate with stakeholders.
  • Innovation and Adaptability: Capacity to develop innovative solutions tailored to shallow markets and adapt strategies to evolving market dynamics.
  • Budget and Timelines, as relevant to the current needs of the program.
