Position: Public Sector Accounting and Reporting Expert – BSP

Location:  Mogadishu, Somalia

 

I.  Background

 Adam Smith International is implementing an EU technical assistance project “Technical Assistance to Support Budget Support Operations, Somalia”, to contribute to building effective, accountable and inclusive institutions at all levels of the federal state of Somalia, and achievement of the strategic objective of the National Development Plan (NDP) for “Developing a functioning public administration that is able to deliver quality services efficiently and consistently to all citizens across the whole territory of the Federal Republic of Somalia.” The areas of focus for technical assistance include building capacity for monitoring and reporting on Budget Support performance indicators, enhancing the capacity of the Office of the Accountant-General (AG) to improve PFM, cash management, enhancing the oversight capacity of the Office of the Auditor General, enhanced capacity of the Federal Parliament of Somalia to perform its legislative oversight role, and improving coordination with stakeholders.  The project started in February 2019, and will run until mid-2022.

This TOR is for an expert who possess expertise in the field of public sector accounting, reporting and cash management to work with the Senior Non-Key Expert to assist and provide in-country technical support to the Accountant General’s Office (AGO) of Somalia. This will include support to the following stakeholders: Public Sector Accounts and Reporting Department; Cash Management Unit, and Treasury Department

 

II.  Duties

The Public Sector Accounting and Reporting Expert (JNKE) will be responsible for providing in-country technical guidance, training, capacity building and support to the AGO staff.  Tasks to be undertaken are as follows:

Result 2 – Enhanced capacity of the Office of the Accountant General

Support to Public Accounting and Reporting Department (PARD)

  • TA support to Financial Reporting and Accounting, including to produce revenue and expenditure deviation Reports, Consolidated Financial Statements, Donor Project Execution Reports.
  • TA support to EUBS VTI Indicators

AGO Capacity Building

  • Assist in the development of the AGO 3-Year Strategic Plan and Operational Plan and provide support to ensure the operational plan is implemented.
  • Assist in the development of the AGO Training Policy for the PFM Cadre (in consideration of AGO Training Needs Assessment for the PFM Cadre; Addressing of training needs gaps from assessment
  • Training and assistance: on timely production of quality reporting; to develop Donor project execution reports; assist with facilitating IPSAS Training.
  • Support the AGO and work with the PARD to provide assistance to the MDA’s to address Office of the Auditor General (OAG) audit observations and institutionalise Audit Follow-up.

Improved Cash Management

  • Provide on-the-job training and support to the Cash Management Unit (CMU) relating to the cash forecasting model and cash plans.
  • Support CMU with review of and implementation of the Cash Management Manual.
  • TA support to FGS on SRBC Benchmarks

 

III.  Outputs/Deliverables

Result 2 – Enhanced capacity of the Office of the Accountant General

  • Workshop Reports

IV.  Timeframe

The work will take place between July 2021 and June 2022. The total level of effort is: 180 days*

(*There will be an initial 30 day probation after which an extension will be granted subject to satisfactory performance. Please note that the above number of days is subject to Approval from the Office of Accountant General, FGS and might be shortened or extended based on their demand and discretion)

 

V.  Qualification and skills:

Junior Non-Key Expert (JNKE)

The JNKE should have the ability to provide high-level technical advice and support to the Office of the Accountant General of the Federal Government of Somalia and to work effectively in al politically sensitive and challenging environment. The adviser should relish working in a team, should be innovative, energetic, positive, and genuinely committed to provide input to the team and work together with other team members. The position requires the following skills and experience:

  • A post-graduate degree in Public Administration, Accounting, Law, Economics or Business Administration or equivalent professional qualification or other discipline relevant to Public Financial Management or 5+ years of relevant experience. in Public Administration, Accounting, Law, Economics or Business Administration or equivalent professional qualification.
  • At least 3 years of professional experience on public financial management issues in a relevant field.
  • Professional Accounting Qualification e.g. ACCA, CPA, CIPFA, or CIMA are highly desirable.
  • Ability to deliver technical advice and effectively work with government counterparts.
  • Ability to demonstrate experience and knowledge of using initiative and being client orientated.
  • Excellent communication, inter-personal and team-working skills.
  • Political awareness, technical skills, and ability to work in complex operating environments like Somalia.
  • Ability to develop/manage relationships with key stakeholders.
  • High level proficiency in English.
  • Spoken and written fluency in Somali Language
  • Good communications skills, being able to communicate effectively and diplomatically with a wide range of contacts, including public speaking skills
  • Good judgement in dealing with complex and sensitive issues and ability to build relationships with multiple and diverse actors.
  • Experience in fragile states, preferably in Somalia will be an advantage.

 

VI.  Workplace

The assignment will be performed in Mogadishu.

 

VIII.  Reporting

The expert will work closely with other AGO Advisors, report functionally to the SNKE of the Accountant General’s Office  and administratively to the Team Leader of the EU Budget Support TA Project.
