Position: Expression of Interest: Technical Services – Development of Government Procurement Portal

Adam Smith International is implementing an EU technical assistance project “Technical Assistance to Support Budget Support Operations, Somalia”, to contribute to building effective, accountable and inclusive institutions at all levels of the federal state of Somalia, and achievement of the strategic objective of the National Development Plan (NDP) for “Developing a functioning public administration that is able to deliver quality services efficiently and consistently to all citizens across the whole territory of the Federal Republic of Somalia.”

The project intends to apply the funds to contract technical services from qualified companies to develop a new procurement portal on behalf of the Ministry of Finance (MoF) of the Federal Government of Somalia (FGS).

The objective is to enhance transparency and procurement-related information management for ensuring compliance with requirements of existing procurement legislation and for efficiently disseminating information to suppliers, Ministries, Departments and Agencies (MDAs) and the public in respect of public procurement conducted by the National Public Procurement Directorate (NPD) of the MoF, for capturing and tracking procurement and contract information in a systematic, reliable, and sustainable way.

Predominantly the services to be provided should include the development of the architecture, the management of content (CMS), including the publishing and updating content, documents, photos, and other records, without the need to involve a software development team, involve the creation of style, logo, and requirements, according to the NPD/MoF made possible by the installation, and configuration of the CMS. In addition to the CMS, development of the software components for data entry and consultation, so that they can be incorporated into the portal built with the CMS. The web programming language must be compatible with the chosen CMS platform, to facilitate maintenance and avoid restrictions that may exist in the CMS’s architecture. The website must be responsive, be able to address vulnerabilities and meet legal restrictions on data privacy. The incorporation of traceability and flow analysis tools are also recommended if the chosen platform does not have these.

Only firms with a proven background providing similar services to national or subnational governments should apply. A short summary of government portals developed, in line with the above requirements, should be submitted, together with copies of certificates of proof of qualifications of the firm.

To be able to qualify the successful applicant will have to demonstrate/remit proof of the following:

  • It is a firm/ company/ partnership/ proprietorship firm registered under the national legislation of the country in which it is domiciled;
  •  Its financial statements for the last 2 consecutive Financial Years;
  • It is not blacklisted by any Central Government / Local Government / Government Bodies;
  • It has been in the business of providing similar services for at least 2 years; and
  • It has experience of providing similar portal development services to Central Government / Local Government / Government Bodies:

To be eligible to receive the terms of reference and submit technical and financial proposals, in addition to the above, the successful applicant will have to demonstrate/remit proof of the following:

  • Its track record of completed and ongoing projects;
  • Its financial capability and resources;
  • Its technical capability and resources (equipment and manpower resources); and present the CVs qualified for the execution of the task.

Previous experience of doing business with the public sector in Africa and especially in Somalia is a plus.
