Positions (multiple)

ASE seeks a Team Leader and a Deputy Team Leader for an anticipated EIB-funded global facility to support central banks, regulators and financial institutions on the development of green finance procedures, processes and products. The activity is an anticipated programme, and the positions are contingent upon award from the EIB. ASE will select the preferred candidate for each role based on how robustly their experience matches the criteria and the competitiveness of their expected fee rate.

In order to be eligible for Team Leader and Deputy Team Leader positions, ALL qualifications, skills and general and specific professional experience must be fully satisfied.

KE1: Team Leader

Introduction

ASE is seeking candidates for the role of Team Leader for an upcoming EIB-funded facility aimed at promoting net zero and climate-resilient financial systems.

The facility will target 8-10 emerging economies in Africa, Asia and LAC working with public and private institutions. Although the facility will have a global scope, the Team Leader would ideally be based in Europe, with travel required to recipient countries, non-European locations could be considered for the right candidate. It will require a minimum 660 input days over 36 months (220 per year), expected to start in December 2022.

The Role

The Team Leader provides support to the Project Management Unit (PMU), and is the overall responsible expert for the execution of the service contract and leads the facility. (S)he will assist the EIB Programme Management Team in the strategic planning and execution of the programme, the assessment of the effectiveness, impact and relevance of programme activities, the preparation and quality control of technical and financial progress reports, and in the overall management of the PMU. The Team Lead will mostly work with Central Banks and Financial Regulators focusing on developing an enabling environment to promote the transition to a net zero and climate-resilient financial system. (S)he will maintain linkages with the EIB, and other development actors, in order to align strategies and maximize synergies.

Qualifications and skills

  • A university degree in Finance, Economics or a relevant, directly related discipline;
  • Excellent leadership, team management, interpersonal, facilitation and networking skills;
  • Fully computer literate;
  • Excellent communication skills in written and spoken English and proven ability to draft high-quality reports and communication notes.
  • Excellent communication skills in written and spoken French.

General professional experience

  • Minimum of 15 years required of professional experience in financial sector development;
  • Of which, at least 5 years required of professional experience in financial sector development related to climate finance.

Specific professional experience

  • 10 years managerial experience as team leader or equivalent, in particular in coordinating multi-disciplinary and/or multicultural teams of senior professionals, ideally working with and/or within international organisations;
  • At least 2 experiences in leading policy dialogue and providing strategic advice to high-level stakeholders from the financial sector;
  • At least one experience in financial sector development in emerging markets;
  • Experience working with central banks and/or financial system regulators would be a strong advantage;
  • Experience in one or more of the following fields would be a strong advantage: risk analysis and stress testing for banks, climate risk modelling and ESG integration into risk management, climate- & sustainability related reporting or verification, development of sustainable finance policies and regulations, sustainable debt product and disclosure standards and market practice for the financial sector, financial ESG research, climate risk strategies

KE2: Deputy Team Leader

Introduction

ASE is seeking candidates for the role of Deputy Team Leader for an upcoming EIB-funded facility aimed at promoting net zero and climate-resilient financial systems.

The facility will target 8-10 emerging economies in Africa, Asia and LAC working with public and private institutions. Although the facility will have a global scope, the Deputy Team Leader would ideally be based in Europe, with travel required to recipient countries, non-European locations could be considered for the right candidate. It will require a minimum 660 input days over 36 months (220 per year), expected to start in December 2022.

The Role

The Deputy Team Leader provides support to the Team Leader and will replace him/her when necessary. (S)he will be responsible for managing TA sub-assignments to provide support to financial institutions based on specific objectives and needs of each individual financial institution and their clients. These may include identification and screening of climate-related projects, development of training materials and creation of policy manuals and guidance to build financial institutions’ staff capacity, and development of metrics for measuring climate risks and impact, among other areas of work.

Qualifications and skills

  • A university degree in Finance, Economics or a relevant, directly related discipline;
  • Good team management, interpersonal, facilitation and networking skills;
  • Fully computer literate;
  • Excellent communication skills in written and spoken English and proven ability to draft high quality reports and communication notes;
  • Knowledge of French or Arabic would be a strong advantage.

General professional experience

  • Minimum of 10 years required of professional experience in financial sector development.

Specific professional experience

  • Minimum of 5 years required of professional experience in consulting assignments in financial sector development financed by an international development finance institution;
  • Minimum of 5 years required of professional experience in climate action finance in emerging markets;
  • Experience in one or more of the following fields would be a strong advantage: risk analysis and stress testing for banks, climate risk modelling and ESG integration into risk management, climate- & sustainability related reporting or verification, development of sustainable finance policies and regulations, sustainable debt product and disclosure standards and market practice for the financial sector, financial ESG research, climate risk strategies
