The education and extractives sectors are the focus of Australia’s bilateral development assistance to Mongolia. To support the government of Mongolia in effectively managing its vital mineral resources, the Australian Department of Foreign Affairs and Trade (DFAT) finances its flagship program, AMEP 2, which has a goal of Mongolia’s citizens experiencing equitable and sustainable growth from their mineral resources. To this end, AMEP 2 focuses on improving the environment for domestic and foreign investment in the mining sector in Mongolia. It is envisaged that AMEP 2 will work towards this goal by developing partnerships with relevant government ministries and agencies, professional associations, the private sector and civil society. Activities will be developed and agreed based on the priorities of partners, giving preference to organizations working together to resolve common problems.




AMEP2 is currently recruiting for the position of Team Leader. This is an exciting and strategic position, that offers the opportunity to lead an ambitious, innovative and flexible program on behalf of the Australian government.

The Team Leader will lead the AMEP 2 implementation and will be responsible for all outcome and technical performance matters and for communicating key program information to the Mongolian stakeholders. At a management level, the Team Leader will manage key program relationships, oversee team inputs against the work plan and monitor performance, ensure high-quality and timely reporting, manage existing and emerging risks and manage overall team delivery and operations. At a technical level, the Team Leader will take primary responsibility for the design, oversight and performance assessment of program activities. S/He will provide technical guidance as appropriate and leverage her/his international sector networks for the benefit of the program and Mongolia.



A. Client/Stakeholder Relationship Management and Communications


  • Lead and act as the primary figurehead and spokesperson for AMEP 2
  • Work with the Program Director and Program Manager to ensure that AMEP 2 is achieving its contractual obligations and program outcomes
  • Work with the Partnerships Manager to nurture and manage key program relationships and strategically engage with extractives-related partners in Mongolia (Government, civil society, the private sector and other donors/development agencies)
  • Work with the Communications Adviser to develop and manage a Communications Plan that ensures 2-way information flow and pro-actively informs DFAT, the AMEP 2 Advisory Committee, donors, partners and other Mongolian stakeholders
  • Establish and maintain a good working relationship with DFAT that enables the regular sharing of information and collaborative approach to program implementation, risks and outcomes
  • Pro-actively engage stakeholders to quickly resolve misunderstandings or disputes
  • Work with DFAT counterparts and other donors to improve donor coordination in the extractives sector
  • Proactively identify and nurture opportunities for co-financing and/or leveraging additional finance
  • Provide Secretariat support and other functions for the Advisory Committee meetings, as directed by the designated DFAT officer
  • With the support of the Implementation Team, prepare and present briefings to the AMEP 2 Advisory Committee, DFAT and other relevant stakeholders.


B. Strategy, Delivery and Team Management


  • Develop and champion the overall program strategy, creating clarity amongst the team members of how their roles and responsibilities, activities and outputs contribute to a wider program
  • Together with the Program Director and Program Manager, manage team members’ performance holding them to account for achievement of their outputs and contractual responsibilities, using a mix of a formal performance framework with regular informal feedback
  • Develop a team culture of ethical conduct and integrity, in line with our Code of Conduct and DFAT requirements
  • Oversee and quality assure the production of all program outputs and ensure all activities are design and implemented in line with the program M&E plan
  • Take responsibility for producing key program outputs including Annual Plans, 6-monthly Progress Reports, Annual Reports and other outputs that emerge
  • Take responsibility for managing the program’s risk management approach and framework
  • Ensure the operations of the program adhere to the AMEP 2 Operations Manual and other documents that relate to the agreed protocols for day-to-day program management, operation and administration
  • Ensure Program Activity management adheres to the AMEP 2 Selection and Implementation Guidelines
  • With the support of the Monitoring and Evaluation Adviser and Monitoring, Evaluation and Research Officer, oversee and manage a real-time M&E process that drives continuous learning, and captures planned and emergent outcomes


C. Technical Leadership


  • Engage with Mongolian and international stakeholders on a technical level relating to extractives sector matters
  • Stay abreast of key issues in Mongolian politics and economic matters, as well as relevant global sector issues including exploration investment trends, M&A activity, EITI and others
  • Establish AMEP 2 as a center of excellence for extractives sector governance in Mongolia
  • Continually identify opportunities for AMEP 2 intervention, with particular focus on opportunities for multi-stakeholder collaboration and value for money




  • At least 15 years’ relevant professional experience
  • Minimum Bachelors level degree
  • A strong understanding of the mining sector, gained from roles in the private sector, government and/or civil society
  • Proven track record in the management of teams comprising 5-10 core staff, complemented by additional sub-contractors/suppliers
  • Excellent English writing skills, with the ability to interpret complex problems and analysis and to produce outputs and make recommendations that are easily understood by non-specialists
  • Ability to nurture and maintain stakeholder relationships through networking and communications
  • Proven track record in working to the highest ethical standards
