Position:  SJGAP Defence Key Expert

Background

Adam Smith Europe (ASE) is seeking a Defence Key Expert for the European Union (EU)-funded project, Security Justice Governance and Accountability Project (SJGAP).

Based on an understanding that shifting from a traditional top-down approach to inclusive security and justice approaches that strengthen the social contract and contribute to a broader and deeper political settlement could lead to greater transformative change, the EU has designed a comprehensive programme, “Promoting Human Security in Somalia”, that intends to promote human security and sustainable peace in Somalia through a better-managed and more accountable security sector, more effective justice institutions, and strengthened conflict resolution mechanisms. The overall objective (impact) of this action is to promote human security and sustainable peace.

The Security and Justice Governance and Accountability Project (SJGAP) is one of four components of the EU’s action “Promoting Human Security in Somalia”. Our project’s specific role is to work in partnership with institutions to strengthen the overall security and justice system through the improved capacity of security and justice institutions – defence, justice, and internal security – and their internal and external oversight bodies to deliver effective and affordable services responsive to citizen needs and priorities.

During the life of the project, SJGAP experts will provide support to the Federal Government of Somalia’s (FGS) three security and justice ministries and those of two to three federal member states (FMS), that will be identified in the coming months.

 

Role

This Key Expert will be embedded in the FGS Ministry of Defence and will work closely with both the Ministry and the SNA General Staff. He/She is notably expected to:

  1. provide strategic guidance and advice to the personnel, ensuring adequate mentorin throughout the implementation of the project,
  2. coordinate and monitor the work of non-key experts that will work with this institution,
  3. ensure complementarities with other support provided to the same institutions (notably EUTM), coordinating with possible other external experts,
  4. foster collaboration and coordination between the Ministry and oversight bodies,
  5. support inter-institutional relationships for the benefit of the project, ensuring proper linkages among the target groups identified under Section 4.1.3 (e.g. Ministry of Internal Security, Ministry of Finance, Ministry of Justice), but also in view of contributing to the implementation of the Somalia Transition Plan.

Requirements

Qualifications and skills

  • University degree or equivalent academic qualification (university or similar institution) in a relevant, directly related discipline (e.g. political science, security, defence, development, international relations, governance, state-building);
  • Demonstrated ability to work in challenging contexts and stressful environments;
  • Fluency in English, knowledge of Somali would be an added value.

 General professional experience

  • Preferably 12 years of professional experience but a minimum of 6 years required in the defence sector;
  • At least one assignment of 2 years minimum in the Horn of Africa is required (an experience in Somalia would be an added value).

 Specific professional experience

  • Proven experience in delivering support for strategic planning, organisational change management and capacity development of Somali defence institutions to improve performance;
  • Prior experience identifying institutional and organisational capacity development needs, and delivering transformative leadership and capacity development approaches, including mentoring and accompaniment of defence institutions;
  • Preferably three experiences in defence institutional support but a minimum of one experience is required.
