POSITIONS:
TECHNICAL LEAD
Introduction
ASI is seeking candidates for the role of Technical Leads for an upcoming USAID-funded food security, nutrition and resilience project.
The purpose of this project is to improve Liberia’s food and nutrition security and households’ resilience. FSNR is a five-year activity that will target smallholder farmers, subsistence farmers, cooperatives, women, and youth groups in rural and per-urban communities within USAID/Liberia’s zone of influence (Lofa, Bong, Nimba, Margibi, Grand Bassa, and Montserrado).
Work is expected to begin in late 2022. The position is contingent upon the contract being awarded to Adam Smith International. This role will be based in Monrovia.
The Role
ASI is seeking highly driven and capable individuals to play a key role in the technical and operational management of a new, USAID-funded food security and nutrition programme. The Technical Leads will oversee the following two technical pillars:
1. Agro-processing: Increase aggregation, farm-level processing, value addition, and marketing of targeted staple and commercial crops to increase incomes and create employment opportunities especially for women and youth
2. Alternative Livelihoods: Support economic development and resilience through alternative livelihoods opportunities, improved access, participation in new markets for smallholder farmers, agriculture cooperatives, women and youth groups, and subsistence farmers
Specific responsibilities will include:
- Overall leadership for technical workstream
- Providing written inputs and quality control of all technical reports and plans
- Supporting Chief of Party in developing annual workplans that cover both livelihoods and conservation works
- Building a high-performing team by rewarding excellence, management of complexity and teamwork and building a culture conducive to performance
- Managing team members, including highly specialized technical staff, to deliver against the annual workplan
- Building a positive working environment for all team members and ensuring any issues are resolved
- Providing leadership on ethics and behaviours that ASI expects from all consultants
- Delegate responsibility and ensure capacity across all staff to deliver both technical and operational matters
- Liaise with ASI colleagues to coordinate the inputs of gender and inclusion, monitoring and evaluation and other advisory inputs to provide cross-cutting support
- Provide oversight of operational processes to ensure optimal efficiency in use of resources, including;
o Logistics planning;
o Resource allocation;
o Management of programme fleet.
- Support identification of research priorities which are of highest benefit to the programme and its stakeholders
- Quality assure research deliverables from team members and consultants
- Other duties as required.
Qualifications
- A minimum of a Master’s degree in a relevant subject (agriculture, international development, nutrition, private sector development, etc.)
- At least 10 years’ experience in a leadership role
- Experience living and work in West Africa strongly preferred
- Experience in leadership or deputy leadership roles on similar programs
- Experience in training, capacity-building of team members
- Fluency in English
TECHNICAL ADVISORS
Introduction
ASI is seeking candidates for technical experts for an upcoming USAID-funded agribusiness development activity.
The purpose of this project is to strengthen the agribusiness ecosystem and identify and implement innovative, market-driven, cost-effective solutions to increase the income of vulnerable households and communities in targeted regions of Liberia. The project will enhance selected value chains, strengthen related market systems and foster inclusive, resilient growth and improved nutrition outcomes.
Work is expected to begin in late 2022. These positions are contingent upon the contract being awarded to Adam Smith International.

- Quality assure research deliverables from team members and consultants
- Other duties as required.
Timing and level of effort
The role will start no earlier than late 2022. ASI is seeking both long- and short-term technical advisers.
- Advanced degree in a field related to the specific technical discipline
- Substantial experience in the related technical area, including in the private sector
- Experience with USAID and/or any other international donor-funded project preferred
- Experience living and work in West Africa strongly preferred
- Fluency in English
CHIEF OF PARTY

The purpose of the project is to strengthen the agribusiness ecosystem and identify and implement innovative, market-driven, cost-effective solutions to increase the income of vulnerable households and communities in targeted regions of Liberia. The Role
Drawing on his/her expertise and previous experience in the area, the Chief of Party will be responsible for the following:
Specific responsibilities will include:
- Provide overall strategic and technical leadership of the Programme across all interventions, including development of effective delivery models, results framework, and work
- Ensuring technical quality across Programme activities with overall responsibility for ensuring achievement of the Programme
- Provide effective leadership of the delivery team, including workstream leads
- Provide efficient, timely, and effective implementation of activities and oversee effective delivery, with support from the programme management team
- Establish and lead a strong working relationships with USAID counterparts and other relevant counterparts (for example: the Minister of Agriculture and other Government of Liberia stakeholders)
- Establish and lead strong working relationships with various private sector entities and businesses
Qualifications
- A minimum of a Master’s degree in a relevant subject (agriculture, conservation etc.)
- At least 10 years’ experience in a leadership role
- Experience successfully leading the delivery of complex, large-scale private sector development programmes, preferrable USAID-funded
- Strong understanding of private sector development, agribusiness, and trade, especially across West African countries. An awareness of climate-smart agricultural practices strongly preferred
- Capacity and influence to convene stakeholders and shape national policy; track record of working with government stakeholders to identify and remove barriers to investment
- Experience living and work in West Africa strongly preferred
- Experience in leadership or deputy leadership roles on similar programs
- Fluency in English
